The few facts given make a conclusion tough to draw from it.

If one recognizes that governments are all parasitic in nature off a host, than we would have to figure what percentage of the gdp each government takes in yearly?  That would be the extraction of personal wealth from the economy given in the percentage of that economies GDP.

What percentage of the revenue received goes toward debt maintenance/interest?. I would show that as a loss arriving at a figure of available revenue and again frame it in refernce to the gdp.

ONce we have that figure we would want to look at what perecentage of the available revenue is reinfused into the private sector in the form of purchases. This would give us a indicator of the percentage of revenue that is taken from the host is actually reinfused into the private sector for the parasite to operate..

I certainly understand wages and salaries all figure in, but as it realtes to making a stimulus chart and comparing it to other countries as a pecentage of gdp, I would think we would need to know minimally the aforementioned factors to compare the states before we could draw any type of conclusion from the figures.

As a clarification, when I use the term parasitic I am talking about that government is not a direct producer but depends on a host. Obviously there is some amount of interdependence that develops as the parasite does not only take and the host does not only give.
